NCC Announces September 14 as Deadline for NIN-SIM Linkage

The Nigerian Communications Commission (NCC) has announced a final deadline for the mandatory linkage of National Identity Numbers (NINs) to Subscriber Identification Modules (SIMs).


All Mobile Network Operators (MNOs) are directed to complete this verification and linkage process by September 14, 2024.


The NCC's directive is part of the Federal Government’s ongoing policy initiated in 2020 to enhance the security and trust of Nigeria's digital economy.


As of now, over 153 million SIMs have been successfully linked to NINs, achieving a compliance rate of 96%, an increase from 69.7% in January 2024.


In a statement signed by Reuben Muoka, Director of Public Affairs at the NCC, the Commission emphasized the importance of this initiative.


“The complete linkage of all SIM cards to NINs is essential for enhancing the trust and security of our digital economy,” Muoka stated. “By verifying all mobile users, this policy strengthens confidence in digital transactions, reduces the risk of fraud and cybercrime, and supports greater participation in e-commerce, digital banking, and mobile money services.”


The NCC also highlighted the broader economic benefits of the policy, noting that it promotes financial inclusion and drives economic growth. However, the Commission revealed alarming cases where individuals possessed an unusually high number of SIM cards some exceeding 100,000.


To address this, the NCC is collaborating with the Office of the National Security Adviser (ONSA) and the National Identity Management Commission (NIMC) to crack down on the sale of pre-registered SIMs.


To ensure full compliance, the NCC has issued a stern warning: “Effective September 15, 2024, the Commission expects that no SIM operating in Nigeria will be without a valid NIN.”


The public is urged to visit their service providers promptly to update their details if they have not yet completed their NIN-SIM linkage or have faced issues due to verification mismatches. Approved self-service portals are also available for this purpose.


The NCC reminded the public that the sale and purchase of pre-registered SIMs are criminal offences punishable by imprisonment and fines. “We encourage citizens to report any such activities to the Commission via our toll-free line (622) or through our social media platforms,” the statement added.
