New York Lawmakers Proposes Bill Mandating Paid Sick Leave for Employees with Sick Pets

New York City lawmakers have introduced a bill that could massively alter the landscape of employment law by mandating paid sick leave for pet care.


The proposal, spearheaded by city council member Shaun Abreu, aims to amend the existing Earned Safe and Sick Time Act (ESSTA) to include provisions for pets and service animals. This legislative effort is seen as a response to the growing recognition of pets' roles in improving mental health and well-being.


Currently, the ESSTA requires companies with more than 100 employees to provide 56 hours of paid sick leave annually, while smaller businesses must offer 40 hours.

Traditionally, this leave has been reserved for personal or family health issues. However, the new bill seeks to extend these benefits to cover the medical needs of pets, marking a significant shift in how sick leave can be utilized.


The proposed legislation, identified as Int. 1089-2024, would make New York City one of the few places in the United States to offer such comprehensive coverage for pet care. While some employers across the country have voluntarily adopted similar policies, this bill represents a formal legislative push to recognize pets as integral to their owners' lives.


Supporters of the bill argue that it addresses a critical gap in current employment laws and could alleviate stress for pet owners, thereby contributing to better mental health outcomes.


The bill's introduction comes amid a broader trend of expanding sick time mandates across the U.S., with several states and cities already requiring paid time off for various health-related reasons.


If enacted, the bill would not only set a precedent for other jurisdictions but also reflect New York City's ongoing commitment to progressive worker protection laws. The city council is expected to refer the bill to its Consumer and Worker Protection Committee for further consideration.
