The Port Harcourt Refinery, managed by the Nigerian National Petroleum Commission (NNPC), has faced delays in becoming operational despite previous commitments to a September completion date.

This delay has been attributed to unforeseen challenges typical of brownfield projects, which involve upgrading existing facilities rather than building new ones.
The NNPC had initially promised that the refinery would be operational by September, but this deadline was not met. According to Olufemi Soneye, the Chief Corporate Communications Officer of NNPC, the mechanical completion of the refinery's revamp was achieved several months ago.
However, during the commissioning phase, which involves testing and starting up critical equipment and processing units, unexpected issues arose.
Brownfield projects, like the Port Harcourt Refinery revamp, often encounter unique challenges due to the complexity of integrating new systems with existing infrastructure. These challenges can include technical difficulties, unforeseen risks, and logistical hurdles, all of which can lead to project delays.
Despite these setbacks, Soneye assured that the issues have been resolved and that commissioning activities have resumed. The NNPC is actively working to ensure the project's completion, emphasizing their commitment to making the refinery operational soon.
