Surrogacy Regulation Bill Passes Second Reading in House of Representatives


The Nigerian House of Representatives has advanced a bill aimed at regulating surrogacy arrangements to its second reading. Spearheaded by Representative Olamijuwonlo Alao-Akala from the All Progressives Congress (APC-Oyo), this proposed law seeks to establish the Nigeria Surrogacy Regulatory Commission. The commission's primary role will be to oversee and ensure proper registration and regulation of surrogacy practices across the country.


Surrogacy involves a woman carrying and delivering a child for individuals or couples who are unable to conceive naturally. This bill is designed to protect the rights of all parties involved, including the surrogate mother, the intended parents, and the child. It aims to eliminate discrimination and exploitation within the surrogacy process.


Rep. Alao-Akala emphasized the voluntary nature of the bill, stating, "This kind of law is not a law of force, it is a law of choice, because this is about you wanting to have children and choosing to say would I go this route to have my children." He further clarified, "It’s not a law that says everybody must have children through surrogacy, it is not a binding law."
